perhaps make a website and have people make logs of uploads and downloads to/from the drives. that way people can share files and not just be shared with. like upload an album to the flash drive, and after a time, someone can delete that file when its out of use and replace the space with a different album, and if someone on the website wants the deleted file, they can request it on a different section of the site, and a person in possession of the file can upload it and report the new location of the drive. might i suggest that to join said website, you must be referred by another member, to prevent from destruction/damage to the drives, and filesharing lawsuits.
